From a different perspective: you will find many Indian families and couples at all the top rated hotels. Money no object for them. The ones the OP saw are here as part of the MICE programme, specifically the I = Incentive for successful sales teams. They also get a paid for soapy masssge as part of their reward.

Sois 13, 13/1 & 13/2 are busy enough. Same with the bars and restaurants on 2nd Rd in that area. Coconut bar is thriving after dark, when everyone looks prettier. You will be just fine.

I did find a wallet in the street about 5 years ago. I checked the contents to look for contact details (none found), counted the money and took photos. A card inside showed the owner to be German speaking and a wheelchair user. I took it to straight to Pattaya cop shop on Beach Rd. The wallet was duly recorded by a Thai officer assisted by a Norwegian English speaking officer. Glad to say that wallet and owner were re-united within a couple of days. If I lost a posession I would hope that the finder would likewise hand it in to the police.
