Did the Russians have driving licenses?, probably not.
One law that should be changed is allowing tourists to rent cars with out a proper international driving license.( proper means one that was issued in there home country, as any others would be fake)

Pattaya TV reported that it would only be 3 days here in Pattaya, but the city has made no effort to inform the tourists or citizens of this fact.

Why would it be a lie?
If the city feels a person has been a party to unfair circumstances, then they have an Insurance fund to reimburse them, the Indians, Chinese and Russians have tried numerous time s to take advantage of it

No need for proof of address in Pattaya /Jomtien.
I opened 3 accounts , but a Thai DL helps.
When was that?
All recent reports I saw said you now need a Certificate of Address from Jomtien Immigration
I myself got ask for one recently even if I already had another account in the same bank & branch...
and to get Thai drivers license you need the Residence Permit!!!!!

The document required from immigration is called "residence certificate which is proof you are a resident. So you will need a copy of a house book or if you rent a copy of the rental agreement, I would be surprised if a hotel receipt for any period of time would satisfy immigration, but you can try.

MSH International has great rates and coverage, but I have never had a claim so I can't comment on that.
Great rates..........Their Pearl policy for mid 50s was over $1700 US - per QUARTER!......

Their Vital Asia policy is $2249 US-per YEAR for ages 50-54 years old and $2527 US -per YEAR for 55-59 years old

I am now waiting for a mail quote to see what that is. One issue I noticed in the benefits is that the room allowance is quite low ($280 about 10k baht). I need to look more closely at the small print if the overall quote is within bounds. Thanks again.

Are you covered by one of their plans? If you don't mind me asking, which plan did you choose and how has the service been so far?
I was looking at the platinum plan with maximum inpatient benefit of 1,000,000 THB (not sure if this is more than necessary).
The quote I got is 2,384 THB per month.
I have one other plans for 4 years now, used it last year and they covered 99.0% of the bill, I was never involved give them your card and its done.
Make sure you check your quote and the policy you want via there website

Then you should be embarrassed!, as you can easily google the study i referenced in my posting and it clearly shows graphs and wording stating clearly it will take another 2 to 3 years to pull out of the el nino and the updates are done every 2 to 3 months
For your information, I was unable to get you your link to the article to work, but the fact that the excerpt that you have provided says that we are going into a neutral cycle during the "northern hemisphere spring or summer 2016" is 6 months at best. I am insulted by you do some research comment, as you can see by my username I derive my income from the agriculture on one of the driest countries in the world it is in my best interest to keep myself upto speed with what the weather is doing.if you read the full article its explained your at the top of the el nino and the next 3 years will take it to an el nina, or the milder / normal conditions. do some research!

I just looked in to Acs and it appears to be just a website and no offices. Before paying anything I would ask your preferred Hospital if they accept them or not.
Hi, they deal mainly with Bangkok Hospital I believe and Allianz covers all major hospitals in Asia and beyond

This is the first year of what will be a 3 to 4 year drought , which is being caused by the El Nino effect now on the Pacific. When the wet weather gets pushed to the north east of the Pacific it leaves most of Southeast Asia in a drought, same cycle occurred about 10 years ago. So this year might be ok but the coming years might be questionable. If the northern Part of Thailand is any type of guideline then we are already in trouble as numerous villages throughout Isaac are now using water which is being trucked into them and there reservoirs have been empty since last November/ December.
Last time Pattaya had a water problem it affected areas of the dark side and Jomtien. Knowing this country and how they are so good at planning ahead, I would say its safe to assume that sometime in the near future some of the city will have water problems.
And if they did have water problems they certainly won't tell the public the full truth as they don't want to scare away any potential tourists.
I keep a large plastic barrel in the shower area filled and covered just in case.

if you read the full article its explained your at the top of the el nino and the next 3 years will take it to an el nina, or the milder / normal conditions. do some research!

I've only recently emigrated to Thailand so I wasn't aware that Central own many companies - Suits me......
I'll now always check on Central prior to making any purchases
Central is normally the most expensive and the own the malls and the department stores

Lay-Z-Boy office chair just been delivered 8980 Bhts off Central online - The exact same chair is on Office mate site for 10790 Bhts so Central Online is cheaper, OK.
Get this - The chair was delivered in an Office mate van and assembled in my house by staff wearing Office mate uniforms !!!!
Should not be a surprise as Central owns a lot of companies.

If you rent you should be listed as residing in the property - if you have relatives/family/friends with a home register they will also normally provide this service. The house-book is just a listing of who resides at a location - it is not sponsorship.
residing in a location makes you a resident of the province , hence then you can get local coverage...prety simple
