Your'e right but it is not just the baht so far as rice is concerned. Thailand is claimed to be the world's No. 1 exporter but it seems that's might be coming to an end.
1. Increased competition from Vietnam.
2. China dumping excess old stocks on traditional international Thai customers at discount prices.
3. Many Thailand rice growers operating like they did in 16th century.
4. Poor irrigation systems and lack of government action other than talk.
5. Government meddling in marketing combined with loopy subsidy schemes.

Last time this fish was mentioned thy showed a picture of Barramundi (Lates sp.). But apparently Malaysia does produce a lot of Snappers as well - not the American species, but Asian ones. Their are many species, so do not know which ones. A little more background information in these articles would be useful - especially as the accuracy of many of these news reports is pretty terrible, wrong names, wrong quantities and misspelling being standard!
I think the Malaysian snapper are of a similar species commonly referred to in Australia as "Mangrove Jack" but I stand corrected.

Of course it has no liquidity crunch. The loss only went from 3.1 billion baht last year to 6.9 billion baht this year. No worries folks, we're a smooth run operation!
It is 51% owned by the Thai Ministry of Finance which means that parent company will be obliged to pump some more money into the the feeding trough to keep the big snouts in the lifestyle they have been accustomed to. Of course the other 49% filthy rich friends of the government shareholders won't be expected to do likewise.
Big potential loss of face for the nation at stake here.

That's right steven100, you didn't read my post properly. I am suggesting he put himself charge; he is in charge of just about everything else. He could then add Thai Airways to the endless list of unfulfilled promises

Knowing there will be no audit process this is shaping up to what could be a bonanza for those in the civil service in charge of distributing the funds.
They already have the embezzlement of funds from the disabled and destitute as a blueprint to work from. A few modifications and it will be virtually undetectable.

The answer to the problem is simple. Just add Thai Airways to the long list that Khun Prayut Chan-o-cha has personally put himself in charge of.
He can order that a committee be formed and then instruct that committee to fix the problem. He can then walk away in the full knowledge he has triumphed again. Just like he did with the Bangkok traffic issue.

The last I read GDP growth was predicted to be 2.7% and only then with a bit of luck and a tail wind.
And of course the elephant in the room, the high Thai baht, doesn't get a mention. Nor does the flow on effect of seriously declining exports rate a comment.
How courteous and diplomatic that was of Fitch ratings; not wanting to offend their hosts who would be footing the bill.

It seems the strong baht has really stuffed rice exports which once were Thailand's national export pride. Their Chinese best mates haven't help by flogging off their excess rice stocks to Thailand's traditional African customers. Plus the drought would not have helped. In the meantime Vietnam is improving their rice quality while picking off their traditional markets on price.
Of course the usual suspect gets the blame the China/Us trade spat but I read in other reports that EU politics and Brexit have now been added to their list of excuses.
The great leader Khun Prayut Chan-o-cha seems helpless in stopping this export decline.
Eeyore could have some good advice for him.

Any company wanting to get into bed in any deal with the SRT must have rocks in their head. They are surely sitting back and watching the circus play out with Hopewell the vindictive Minister for Transport and the brain dead SRT.
They can see first hand what would likely happen to them if they entered into any contract with the SRT.
