Local authorities were informed on August 26, at approximately 14:30 by Prasit Wiriyah, the village headman of Moo 8, Pa Phai Subdistrict, San Sai District, Chiang Mai, of a fireworks explosion in the area.

Did they do anything about it, or is like they handle forest fires in the mountains for mushrooms

If you read the t's and c's of property insurance in Thailand then it's no wonder anyone insures.  I used to work for one of the largest insurance companies in the UK and a 'comprehensive' policy was more than favourable to the insured. Here not so much. Then consider that the bulk of properties here have concrete walls and a steel clad roof, makes fire insurance not a priority.

What about furnitures electrical stuff you'll end up with concrete walls and a steel clad roof - meaning you have to build a new house or move to a rental.

Here's another link that says otherwise. After being stung, apply a heat or cold pack to the area to relieve some of the pain. Scorpion Stings: Painful, But Not Usually Lethal | Infolific

The reason for applying heat is two fold, first it encourages the venom to be diluted and spread across the body and secondly it is denatured to some extent by heat.  Not as much as a centipede sting which is highly thermolabile at as low as 50-60C and should always immediately be treated with hottest water you can stand.

If you just want to treat the pain then sure a cold compress, however what I would do is treat the area with as hot water as I can stand for a few minutes followed by a cold compress.
