Kanchanaburi police chief axed for alleged involvement in lottery scandal

Kanchanaburi police commander Pol Maj-Gen Sutthi Puangpikul has been ordered transferred to an inactive post at the operations centre of the Royal Police Office allegedly for his involvement in the 30-million baht lottery controversy.

 

The abrupt transfer was ordered on Wednesday by Pol Gen Suchart Thiraswadi, the inspector-general. The order did not cite the reason for the transfer of the Kanchanaburi police chief, but it merely said it was necessary for police investigating the lottery controversy to be able to do their job smoothly to ensure justice to all involved.

 

The transfer is permanent and Pol Maj-Gen Sutthi will, from now on, report directly to Pol Lt-Gen Suraphol Phinitchop, commissioner attached to the Royal Thai Police.

lends one to believe that thai people just Cannot refrain from corruption; just not able to do it

I would speculate that an inactive post means zero duties pursuant to the upholding of law and order, I am sure he will get the hang of it.

Yes, until he ponies up a significant share of the loot to his superiors. Then, and only then can he be reassigned to active duty, probably in one of the four 'restive' southern provinces.

Okay, so not "axed" then. When will high-ranking police officers in this country finally receive real punishment for wrong-doing instead of simply being "transferred to an inactive post"? Since now being on an "inactive post", they have to do even less than before to earn their monthly pay-check. If that's even possible; doing less, I mean.

KANCHANABURI’S police chief has been transferred out of his post over a lottery-cheating scandal, giving weight to widespread speculation that some state officials had allegedly colluded in the plot to grab the Bt30-million prize from the legitimate winner.

 

These speculations, which reportedly rely on some inside information, have portrayed Kanchanaburi’s police commander Pol Maj-General Sutthi Puangpikul as an alleged key accomplice in the plot since at least November 28 last year. 

 

Sutthi was seen as taking sides with Preecha Kraikruan, a teacher who claimed to have bought five winning lottery tickets but accidentally dropped them at a market in Kanchanaburi. Preecha has accused retired police lieutenant Charoon Wimul of cashing in on the tickets he had dropped.

 

Charoon said Sutthi had instructed him to negotiate with Preecha at Sutthi’s home. 

 

After the negotiations failed, the teacher brought several witnesses, including a lottery vendor, whom he has long been familiar with, and a court official.

 

Sources revealed yesterday that this court official came forward after a senior policeman from the Muang Kanchanaburi Police Station met her at the Kanchanaburi Provincial Court to ask for the order to freeze Charoon’s bank account. 

 

National Police Office Inspector-General Pol General Suchat Theerasawat, who signed the order to transfer Sutthi, yesterday warned media against releasing state documents that might be confidential, which would be a violation of the law.

 

The transfer order for Sutthi was issued on Wednesday purportedly to facilitate the Crime Suppression Division’s transparent investigation into the Bt30-million lottery controversy in which he’s embroiled. 

 

Suchat hinted that the probe would likely lead to disciplinary probes or even investigations by the Public Sector Anti-Corruption Commission or National Anti-Corruption Commission. 

 

“The probe should conclude within one week,” he said. 

 

An informed source, meanwhile, said Pol Captain Jirayut Chatcharinkul, a deputy inspector at Muang Kanchanaburi Police Station, will now be treated as a witness as he had spoken up about irregularities he had come across during his efforts to investigate who the real ticket owner was. 

 

Jirayut said Sutti and his direct supervisor had verbally told him to change Preecha’s and his witnesses’ statements in the investigation report several times. 

 

He also reported that he was told not to bother about sending the lottery plastic wrap presented by Charoon for examination related to the case. 

 

A police friend of Jirayut was worried as the police captain was reportedly under a lot of stress and could not be reached as of press time. National Police Commissioner Pol General Chakthip Chaijinda is set to hold a press conference on the high-profile lottery dispute next Wednesday.

I just wonder how many high ranking police officers, that are going to have to be implicated before somebody realizes that it´s something very wrong here.
I think there is soon going to be equality in Thailand. A clear message is that the number of inactive post in comparision to active post are soon totally equal.

I actually believe the ex bib who said he owned the ticket. 

 

Good to see a corrupt cop at cop at the centre of this story. 

 

Normality resumes.

However, he did not warn anyone giving such confidential state documents to media in the first place.

You no longer have control over budgets, or operational responsibilities so opportunities for undeclared income are severely reduced. Bear in mind, undeclared income will exceed the actual salary for police.
 
In addition, all Thai civil servants including police operate under a seniority system. People are promoted in accordance with age and the length of time at the previous grade along with other factors such as patronage and ability to pay. This means that no-one gets to the top in their early forties, for example. An inactive post means you are no longer accumulating time towards your next step up in the food chain. You are also not really accumulating cash which would be required to pay for your next step up.
Parked waiting for retirement. Can't be fired since they then would risk he will squeal

Guess his nickname will be Goofy from now on, teacher Goofy that is but i bet he won't be a teacher for long anymore.
