Tourist Visa to Australia

A friend of mine has an Australian passport and is currently on his way to Thailand for a holiday. He brought up the idea of going to China for a while. My question is this. If you have already left your country of origin, is there a way to apply for a holiday visa without a group to go to China? Is there somewhere you can apply for a visa for an Australian passport when already in Thailand?

As per the Chinese Embassy Bangkok info extracted from their website, "If you are not applying for the visa in the country of your citizenship, you must provide the original and photocopy of your valid certificates or visa of stay, residence, employment or student status, or other valid certificates of legal staying provided by the relevant authorities of the country where you are currently staying." 

 

Therefore, it seems that if he shows a copy of the visa exempt stay for Thailand, that along with his Aust. passport,  application form, and visa fee should suffice. For clarification he should contact the Chinese Embassy Consular Affairs:
