Home-Grown Marijuana And Hemp Ok From June 9th

The Food and Drug Administration (FDA) clarified on Thursday that people would be free to grow marijuana and hemp after a directive from the Public Health Ministry takes effect on June 9TH.

 

Dr Withit Saritdeechaikul, deputy FDA secretary-general, was referring to the directive of the Public Health Ministry to delist ganja (marijuana) and hemp from the list of Category 5 narcotics.

 

Withit said once the directive takes effect, no part of ganja and hemp, except extracted substance with more than 2 per cent of THC (tetrahydrocannabinol), would be regarded as narcotics.

 

As a result, people can grow hemp and ganja without having to seek permission. They are required only to inform the number of ganja or hemp plants they are growing to the FDA via an app called “Pluke Gan” or “growing ganja”, Withit added.

The same rules will be applied to those wanting to grow hemp and marijuana for commercial purposes, Withit said.

 

But the FDA deputy chief said people who want to import seeds or other parts of hemp and ganja will have to seek permission in accordance with the provisions of the Plant Variety Act BE 2518 (1975) and Plant Quarantine Act BE 2507 (1964).

 

He noted that the import of food products with substance from hemp and marijuana will have to based on the law on air travel and international parcels.

 

He added that the FDA is still drafting its regulations on the prohibition of herbal products made with hemp and ganja and exceptional cases.

 

The regulations will be aimed at promoting local growers and manufacturers of herbs, Withit said, adding that the FDA would have to revise seven regulations on the issue.

AFAIK, the required legislation has not yet been read in Parliament.

 

There are drafts. The last one I saw was ~ 45 pages I think, in thai, so I relied on Google Translate.

 

Could it be read and revised, voted on and submitted for Royal approval before 9 June 2022?

The methamphetamine scourge is shameful. The supply is staggering.

 

There are literally bales of millions of Meth pills and crystal Meth falling off trucks as these are transported from the North to Bangkok for distribution, and transshipment to other countries.

 

 

 

Given the local preference for Meth I can't see cannabis ever making headway in thailand.

 

They need drugs to get up and go. No drugs required to lay about.

First off, they are really not all that many idiots in Thailand, more than need 'YES'; One drugged-up or not is too many ; I'd agree.  This is gonna be a real Goat Rope, a field day for the BIB and those with the uniform

How the heck to regular every day Thai idiots know or control the amount of THC in the plants.  I love Thailand but I've found I wouldn't trust most to know if they should pass gas or pass wind.

Just found a few articles from yesterday/today.

 

BJT have drafted the legislation. Other parties, Move Forward, are reviewing and negotiating additions.

 

My vaguest recollection from an draft in ~ February was that much of it covered all of the controlling mechanisms. A new Cannabis Commission, and all the legal, technical, testing, approvals, etc etc etc were detailed.

 

The primary "fear" of progressives seems to be that a few vested interests will control production, and that 'farmers' will get little in return.

 

Other concerns surround what exactly can be grown, by whom, and what can be done with the crop.

 

 

Still a lot of confusion.

I cannot see this being a money maker for Thai’s unless you plant 1,000s of seed/plants at an industrial scale they would make more money planting AloVera and selling that .

I wonder if the meth thing would actually be so large if dope was legal. IMO I don't think so. Actually IMO all drugs should be legalised.

See.  It's already contradictory.

1.  No permission to grow cannabis is required.
2. A Pluk-Gan form must be on file with the FDA in order to have permission to grow cannabis.

We've waited this long.  I'll kick back and watch the RTP and government's reaction.  My gut level feeling tells me that there is gonna be a "Gotcha!!!" clause in those regulations which will cause the unsuspecting to end up in jail or prison.

After three or six months to a year that "Gotcha" clause will be more evident.

Back in the 1970's "Thai Stick" pot was held in high esteem.... Remember the sadness when US Coast Guard busted some ship with a couple of tons off the Oregon coast...

I do wonder how they will monitor the THC levels for home grown... "Really, officer, how was I to know the seeds were Maui wowwee?" Maybe some mod on ATK tests? Sure can't tell by looking.... smell test?

You are correct.  Years ago when dope was everywhere and the police turned a blind eye there were no pills except a few bar girls I knew were on pharmaceuticals.  As the cops got heavier with dope more turned to 'powders' ie meth, speed etc.  because much much smaller to traffic, hide, carry etc.  and could return better profits for a lesser sized stash.  I know they are totally opposite drugs but thats what happened, both here and most other places in the world.  The policing of cannabis actually caused greater problems with addictions, crime etc.  Portugal legalised all drugs and there has been a marked reduction in crime and addictions etc.

 

Pharmaceutical giants, tobacco companies, and others lobbied governments, and particularly the US government who in turn pressurised the rest of the world, to criminalise cannabis.  In turn stories were fabricated, such as Reefer Madness and other movies, and the public brainwashed with this propaganda so widely its affects can still be seen today and especially among some of the Lock up Your Daughters ThaiVisa members,  as shown in their comments above.  

 

Nowdays of course the US government has taken an absolute reversal with cannabis, just like with Afghanistan, where what once was saving the world from imminent danger, now is considered of little concern.

Not clear how the authorities will know a given plant's THC levels, unless you're trying to sell it.

could be jerry rigged to detect the potent stuff .........????

Yes, have been for years. Urine I think.

 

They've also been testing quite a few new testing options, both for people (Incl. hair) and for samples.

 

Although this probably depends on your status. High status can do a runner, turn yourself in in a day or two for "testing".
