There is currently a massive nationwide campaign to identify and close down illegal gambling in Cambodia whether on-line or in actual premises (bars, restaurants and illegal casinos). Many of the so-called croupiers are being released from forced labor/captivity and being repatriated to their own countries.

So gives a green light for the legal Chinese run casinos?

Yes indeed, but only for foreigners. Cambodian people are not allowed to gamble in such casinos. Very popular with the Thais, Vietnamese, resident/visiting Chinese, Japanese, Koreans etc. etc. especially now that the country is fully open after the pandemic.
