Oh I think most realise that, but he cannot, constitutionally, veto it because of the virtually unanimous votes in Congress. The way ahead for him is to delay release indefinitely citing ongoing investigations and, as Mr Squeaker Johnson has hinted, national security concerns. That last will be particularly useful as, by definition, one cannot be too specific about those concerns - catch 22?
