Apparently so.

 

But I have seen this 'law' being applied arbitrarily before.

 

Like to people who aren't even drunk, but maybe they didn't leave a tip the last time they were there.....

Pattaya, Bangkok, Chiang mai etc have plenty of roadside restaurants that don't follow the 2-5pm rules.
