"Tropical Cyclone “BEBINCA”"

No. 9 Time Issued : June 23, 2013

At 0100 a.m. LST (23 June), tropical storm “BEBINCA” over the Bay of Tonkin, about 300 Kilometers east of Hanoi, Vietnam or latitude 19.0 degrees North longitude 108.0 degrees East with maximum sustained wind about 65 km/hr was moving west-northwest about 18 km/hr.

It is forecast to make landfall over southern China and northern Vietnam today (23 June), and then declines. The storm affects heavy to very heavy rain over the North and the upper Northeast of Thailand in a few days.

The strong southwest monsoon over the upper Andaman Sea, Thailand and the Gulf of Thailand leads to more rain and isolated heavy falls over the western Central, the East and the upper South. The strong wind waves are expected 2-3 meters high in the upper Andaman Sea while the East has about 2 meters. All ships should proceed with caution and small boats in the upper Andaman Sea keep ashore until 23 June.

The advisory will be effect on 23 June 2013

Correct...just a matter of time...maybe this year...maybe 50 years from now...maybe...maybe...maybe.

Where's "here"? The reservoirs I visit around Chiang Mai are very low at the moment. Quite a dry "wetseason" so far. River Kuang east of the Ping, almost dry.....

CP river has been very low (1.5 to 1.8m) up until Monday 17th when it went to 5,1m presumably they opened a dam to allow some water to fill the klongs for the farmers to pump into the paddy.

Since then it has been dropping steadily to 3.1m on Friday, did not look yesterday or today.

These cyclones normally fade (to the south) as soon as they hit land and they usually dump a lot of their water when they hit mountains.

A fair bit of land and a lot of hills before this one gets to Thailand.

Could well be that the rain that comes is mainly in the east which drains into the Mae Kong and not into the dams where it is needed.

But there is no certainty with theses things so we wait to see.

Actually this is a minor depression with max winds of 30mph according to Weather Underground.

I think the issue / warning is more about the rainfall than the wind.

mukh is where here is so far for almost 2 weeks every day rain and not a littlebit and the other side of the river looks even worst (laos)

Hi

I'm on the border of Surin and Roi Et and can tell you the heavens opened 10 minutes ago after 10 days without rain.

Udon city area, has had downpours most days for a while now. Most of last night and today pm started again and still pouring. I have bought many boats ready to start the motors to send the water away.

Phitsanuloke paddy fields damaged by flood

PHITSANULOK, June 24 -- More than 3,000 rai of paddy field in the lower northern province of Phitsanulok were damaged by forest run off which caused by the continuous rain.
The continued heavy rain caused forest runoff from the Phetchabun mountains to flood more than 3,000 rai of paddy fields in five subdistricts of Phitsanulok's Bang Krathum district.
It was expected that the area of flood damage could widen because water is still flowing from the mountain.
Meanwhile, the Meteorological Department of Thailand has warned that the northeastern provinces of Thailand to brace for heavy rain expected to come from tropical storm "Bebinca" that is now in Vietnam.
The weather agency said in a statement that the storm is over northern Vietnam and has been downgraded to tropical depression status. It was last reported at 100 km northeast of Hanoi with maximum sustained wind of about 55 km/hour and was moving north slowly and was expected to weaken to become a low pressure cell in the next phase.
The storm has caused heavy rain over Thailand's Udon Thani, Nong Khai, Bueng Kan, Sakon Nakhon, Nakhon Phanom and Mukdahan provinces for several days.
At the same time, the strong southwest monsoon remains over the upper Andaman Sea and the Gulf of Thailand. Strong wind and 2-3 metre high waves are expected in the upper Andaman Sea. The department warned ships to proceed with caution and for small boats in the upper Andaman Sea to keep ashore. (MCOT online news)

New tropical storm brings rain to Northeast
BANGKOK, 24 June 2013 (NNT) - A newly formed tropical storm has been forecast to bring heavy rains to provinces in the Northeast in the coming days.
The Meteorological Department has reported that tropical storm Bebinca has made landfall in Vietnam, around 110 kilometers away from Hanoi. Its presence in the neighboring nation will generate widespread thunderstorms in the Northeastern region over the next two days, particularly in Udon Thani, Nakhon Panom and Mukdhaharn.
The front is soon set to subside into a low pressure cell.
The weather bureau added that a strong southwesterly monsoon will continue to prevail over the Andaman Sea and the Gulf of Thailand.
Strong winds are expected to generate up to 3 meter high waves off the eastern coast. All shippers have been told to proceed with caution and small boats are to be kept ashore.
