Do you know what's the time limit before the fee kicks in? And what is a small fee? Couple hundreds, couple thousands or more?

Hi,
I have found a second hand car that I want to buy. I have already scheduled a meeting with the seller where we sign the papers, get the paperwork/keys/car from her and transfer her the money.
However, I just rented a house 15 days ago and the landlord has been lazy about the TM30 reporting so I don't have the TM30 notification yet. I won't have it for the next 7 days or so, I'm told by the landlord. Without that notification I cannot get my residency certificate. This means I will have at least 1-2 weeks delay getting my paperwork ready for the name transfer procedure at DLT.
Will this be a problem?
The seller said that I can do the name transfer months later after the purchase if I want to. Can I trust her advice?

I did buy the car and get a power of attourney letter signed by the seller. I waited for 14 days after the sale before actually going to DLT to do the name change. I heard 15 days was the limit before they start charging penalty fees so I managed to go there just before that.
I didn't have any issues with the process.
