I do not think they can deport them but maybe through dna or blood test they will have to be made to step up to the role of at least getting a job and paying child support for their kid. Either that or give them the option to be sterilised with no chance signed by law that it can be undone later in their lifes. Better to keep the winners of the Darwin awards out of the genepool.

If your not Thai you must pay more
its not the act of doing this that's the problem, its the mindset that says its correct to do so.
I can imagine many Thais honestly saying "Why not ?"
Dual pricing is just another facet of the racial discrimination that seems to be woven into the fabric of "Thainess".
Dual pricing is also against section 30 of thai constitution B.E. 2550

Some consulates now have a stricter policy and will not issue a visa based on the birth certificate alone. A note from the mother asking for a visa and stating that you take care of the child is very much advised, together with signed copy of ID-card
Immigration will only grant an extension if you are the legal fahter and did legitimize the child through the court (unless the child is 7 years or older).
I am the legal father of a thai child (5 yo),
along with her birth certificate (with my name as father) and a court order over the shared custody (issued by Chonburi's family court)
i went to the Royal Thai Consulate-general in Savannakhet last thursday (21/08/14) asking for a multi non-O:
visa was refused because i am not in possess of the tabien baan of the child, which i assume is on the mother's book;
since we are divorced i am no longer in contact with that woman (don't know where she lives, cellphone unresponsive) and there's no other way i can access to her tabien baan....
I've tried to explain it to the clerk at the thai consulate, he don't even bother to read the court order, just said "no tabien baan i can give you only tourist visa, single entry"
i had to accept it.
retrieved my passport with tourist visa single entry (1000 baht fee) that same day at 3pm.
