It'll be difficult to pass the cost to the company. I've recently been to Rayong Immigration too, they charged me 500 baht per Certificate of Residency (+100 baht if I didn't have a blue photo to give them), and refused to give any receipts. It makes me feel like the fee was not official - I hope they didn't charge OP a different fee.

I was charged 500 baht recently. In case anybody is planning to go, they also ask for an ID photo with a blue background - if you don't have it, they'll take a photo on the spot for 100 baht. Note that they refused to give receipts.
If you need a receipt, consider asking your embassy. If you're balking at the 500 baht fee, well, some other Immigration Offices and embassies charge less than that.
