Be aware it’s a two step procedure: you apply with the required docs and wait for pre-approval (within 3 working days - got mine within a day), and after pre-approval you are given 15 days to upload travel and ASQ details. Subsequently the COE will be issued.
after submitting the travel and hotel documents ...how long does it take to get the final approval ?
thanks for your response

I have a 1 year Retirement visa( non-O) which is not sufficient to apply for COE.
As Non O-A visa are eligible to apply for COE, I will make an application for O-A in order to be able to apply for COE.
Now my question :
Is a health insurance needed for application for Non Immigrant O-A sufficient for COE application ?
Thanks for your response

According to Royal Thai Embassy are holders of Non Immigrant O(Retirement)Visa not allowed to apply for CoE.
To the contrary of Non Immigrant O-A and O-X can apply for CoE.
What the logic behind this is not clear.....maybe the medical insurance plays a role in that according to the Embassy.
Lets hope the next group they allow are the retirees with Retirement Visa.

The requirements seem to be 500K THB on a Thai Bank account... would an equivalent of 500K on a foreign bankaccount be accepted too ?

I am a Belgian National with a Retirement visa expiring April 2021.
I have a condominium in Samui with Yellow Book as proof.
Do you think I can apply with this long stay programme to return to Thailand ?
Any response is greatly appreciated.
