For a few hundred THB you can buy a test kit at the pharmacy, why wait for the government? 

I flew over in mid Sept. at that time I was still a little unsure if the  Fit to fly certificate was still  required. So I  e- mail the consulate in LA  and asked then. The responses was - as of April 1st 2021 it was no longer required. I still got one as It was free at the place I got my RT- PCR test.  
 

I was able to get a fit to fly certificate last year for $40 ( online “ doctor” by appoint) and a second one for free from the same clinic were I got my PCR test done. I did see some rip off places that offered them for $150. But with a little homework you can do much better. 

You can get an RT CPR test done at Ram hospital also. In@ 8-9AM results back in the after or evening. 

What I can say about this is that at LAX while I was checking in with Qatar Airlines,  I was asked to show my ThailandPlus app. They also checked to see that Ihad already registered it. Also on the very bottom part of my COE it dose clearly say  ( see attachment) that you do need to download and register the app. That being said when I arrived here in Phuket the app seemed to have stopped working. A friend who came on Singapore Air was not check for his Thailand plus app. 
 For the cost of a cheap smartphone it seems that it would be somewhat ill advised to make the trip without being 100% prepared or in compliance with what is so clearly stated on the COE. As most of us all ready know when dealing with Thai immigration it’s always a good idea to be well prepared.
