He had an evisa from Australia not possible if Australian so obviously travelling on another country passport so possible its voa

Is there some requirement the pass needs to be done right before you leave?

If they want to enter under the new rules they have to wait until 29/4 as thai pass site has locked may entry out.

Of course no returning Thai would bring it back with them.
