tonytigerbkk
Hi JMDF, This is usually to damp down the dust so that when vehicles pass the dust does not get stirred up and blow into the peoples houses. Regards, Tiger.

fabianfred
This has always annoyed me.... the wet usually dries withing 30 minutes and causes a waste of water...spraying....and having to wash the vehicles which get dirty from it. Spending a hour or more cleaning a motorcycle then hitting one of these patches which is enough to spoil it can very quite annoying.
Lickey
Mrs says it is a Buddha thing and she does it often, it cleans the path to her Buisness [salon] and people who see this will realise that they are going to see another fellow Buddha of great faith, and will be happy to visit her salon, if the salon is quiet, she does this, and the work load picks up, so there you go, as far as mrs is concerned, its a Buddha thing. Mirth
Multiple reasons actually, A) cooling down the concrete will bring in the cool air when the wind blows. Something like on a hot day and super short shower, the air will be warm but if there's a long shower, it will be cooling especially next to a road. washing the front of a shop to wash away all things dirty like dog urine, bird poo and such as superstition believes these things drives away business.
