No secret there: it's been common practice throughout Thailand with migrant workers, be the Burmese, Khmer, Vietnamese, whatever... and on construction sites, bars, gardeners, Gogo bars, fishing parks, wherever.
Back to one of the roots of the issue is police training and pay: not a truly professional force, nor paid well, corruption seems to be a way to make that career choice even viable.

Sorry to spoil the story, but this is not the work of the local Chongqing govern : it was set up in a small amusement area of Chongqing called YangRenJie, and the owner of the privately-run area installed it as a bit of fun, but he does think it would be a reasonable idea. The owner is a wealthy businessman who has a good sense of humour, this is one of many quirky features he has installed there..... if you google Chongqing sex amusement park, that was another one of his quirky schemes, although that one got shut down before it was even allowed to open.

So I'll take from your reply that it is a hunting expedition with no specific charges yet. I'm interested because I think the Rice Scheme was a good thing and hope it or some subsidy like it will be continued to support the rural areas. It would be too bad if embezzlement, outright theft or criminal mismanagement would prove to taint the entire program.
People are usually happier and more content when their problems seem to have melted away under some spell like that of alcohol. Unfortunately the next morning they often awake with a headache and find their problems have returned. Of course they could choose to just keep on drinking. Facing problems sober and head-on is not a lot of fun for anyone.

My logic should be easy to follow. I asked "are there specific charges?" I could add 'against specific people'? You seem to believe there is a loss of 500 billion baht and missing rice. From where or whom did you hear these figures and reports? I've heard rumors and allegations of this too, but that was during the Red Shirt/Yellow Shirt tug-of-war and very subject to skepticism - at least IMO. Is that what this NACC investigation is about?
And 500 billion baht is certainly hyperbole, isn't it? The junta's current payments of the delayed payments are said to total 92 billion. In my area about 2/3 of the farmers had already been paid by the former government. Event if that was only 1/2 my quick math tells me the total couldn't be much more than 200 billion. Where did the claim 500 billion loss come from? And even at that there is no "loss" of 500 or 200 billion. There is still rice to sell, isn't there? And the program never was intended to make a profit or even break even, was it? It was a subsidy. The government bought rice at above-market prices and was then to sell it overseas. Any difference would be made up out of the general fund. That's how a subsidy works.
Is there rice missing? Again, I've heard rumors and allegations of this but have seen no definite accounting. I assume the NACC investigation will cover this also and determine if there is, how much and whether this is due to mismanagement or theft.
My alcohol analogy might be harder to follow. It was in response to GoodThaiGirl's remark that "thailand is much more happier (sic) and stable since 9 days ago". It was merely to remind that some things bring happiness in the short term, but not always a happiness that lasts.
Thanks for engaging with me in a discussion about the Rice Pledging Scheme. I really do want to know why so many Farangs and Thais on this forum seem to be so vehemently disgusted and opposed to it, when in my experience out here in the rural areas it was seen to be of great benefit to the famers and farming communities. It's hard to distinguish between the objections focusing on the program itself, or on just the alleged mismanagement of the program, or just a dislike of the former government in general.

Does that mean that you seem to believe there would not be "a lot" of money lost, when the former government pledged higher than market value for rice from the farmers? Whatever the exact figure proves in the end to be, and we probably will never know for sure, it's blatant idiocy. You can spin it whatever way you wish, but that's the fact.
There are much more suitable ways to help the farmers than the ridiculous scheme which PTP introduced, such as subsidies on the ferris era, etc.

Right, because elections worked out so well for Thailand. There's too much talk about one aspect of democracy - elections, and not enough about all the other aspects that make democracy functional: government transparency and accountability, free and fair campaigning all over the country and not just where it's safe, informed and involved citizenry, independent judiciary, an adversory and impartial press. The last 15 years have clearly demonstrated that without all or most of these other institutions in place Thai "democracy" is just mob rule. The problems are so ingrained now that the only way to fix it is to break it down and start over. Hopefully we're witnessing just that.
yes, these days people seem to be under the impression that if people may vote they have democracy, but this is not really true. Democracy needs proper checks and balances, it needs objective media that informs the public. without these aspects it has a tendency to become an elected dictatorship

I don't buy it. Both sides use corruption,it does not guarantee a win. The PT wins elections because they have populist policies. Like it or not that is what most of the rural lower income earners want.If I put a picture of my monkey on a placard and its position on the ballot and walk up this village with 500 Baht in my hand for each voter then for sure I could get my monkey elected. Why, monkey or people the only thing they are interested in is the 500 Baht. Until this changes the north will continue to control the bought election. It would do no good to post the army at the polling stations as the Taksin payoffs take place long before voting. This has to stop but I don't think it can. They love money more than their country. We are going through another big rain dance!

Juttaporn, Suthep, Tarit, Chalerm, Nuttawat all being arrested would be quite a story, but I won't hold my breath!

The recent pattern for PTP: launch complaints to DSI: headed by dismissed ministers + the notorious Tarit. Prompong displaying his great 'legal knowledge' as lawyer, should be appealing to the appropriate court, should surely be appealing to the Constitutional Court? Tarit is 'on the case' and already concluded investigations, though! This guy is gonna get a comeuppance big time at some point!

Difference is, Suthep never tried to hide behind a parliamentary immunity.... he quit before taking the PDRC to the streets.So, without parliamentary immunity and given the bail conditions, should theoretically be behind bars again, soon.
Apparently immunity means nothing just ask Benito Suthep !

Where did you read that? It is a rather inaccurate and biased statement.
Actual fact: 92 died during the entire period of the red shirt's 'demonstration', which included reds, army who were attached on April 10, innocent pedestrians, etc., which included bombs and shootings coming from the red camp.... many incidents prior to the day when the troops went in to disperse the reds, who had within their encampment a private militant force, under control of a radical ex-army General, and encampment fortified with bamboo spike & petrol-doused tyres?
That is the scene set, before any shots were fired by the military: certainly, fingers of RTA were Behind the trigger that downed some of the red shirts, but please be realistic.....
Would governments of other countries even had this much patience before making a move? I doubt it.
