He said he used condoms when having sex, as an indication that the intercourse was consensual. He didn't say he used the condoms while commiting rape. The article suggests that the man is aware of the difference between Sex and Rape since his own quote puts it on two different tiers....

I don't think this guy is smart enough to try to manipulate or twist his words around to imply alternate meaning(s). That would be giving him too much credit actually... But still... the point stands!

I'm guessing that since the latest victim owned a laptop she's the first one who managed to pay the 'investigation fee' to get the cops to do their job.

I cant wait for thai government to allow only meter taxi in phuket or something like that, most taxi and tuktuk in phuket are insanely unfriendly and overpriced and definitly a reason why tourist might not want to come back to phuket. FWIW, I use FTP (FileZilla) alot and TOT is not currently limiting my FTP upload or download rates.

Deep Packet Inspection (DPI), limiting user bandwidth based on tacker communication (if a user is communicating with a tracker then they must be using BT), limiting bandwidth generally (not in my case), limiting int'l bandwidth (possibly, all my FTP traffic is domestic).

As pointed out, my personal uTorrent was using Port 28002, you can find your connection port by looking in your setup.

Well, you can easily configure your BitTorrent Client to use a selected port, I just found the results to be better with port forwarding software. I "suggested" port 21 because it is dedicated to FTPs... and the common person does not use an FTP. If you are having problems as you said, I would really find your local computer geek and give him a call. There could be any number of problems, or rather "misconfigurations", it isn't exactly a science but don't take this article and do half of what you think sounds good and leave out half, I suggested port forwarding software and not reconfiguring the BitTorrent Client for a reason

I am not even sure 3BB is throttling torrents but sounds like an interesting suggestion, I'll try that. I FTP only once in a blue moon so the FTP port is usually available, good idea.

Ok, everyone is just pissed off about ToT "throttling" your download speed on torrents. Here is the fix, you have to be a bit computer savy to follow this... If you don't know anything about computers, then I would recommend you not try, get your local computer geek to do it for you.

Okay people, so we understand that ToT (and other ISPS) has been throttling back our torrents! What can we do? Change your bittorrent ports!

If your bittorrent client's port is changed to 21 (the default FTP port), ToT will no longer be able to crush your torrenting balls with its filter system. I'm not sure if this works on 3BB and TT&T (but since all companes are pretty much linked together I assume it will), someone should test it out and post back here to let everyone know how it works.

uTorrent by default uses port 28002:

Use port forwarding software and forward port 28002 to port 21.

This tricks your ISP into thinking that you have an FTP open (FTP = File Transfer Program... Used mainly by web designers)

If you set your torrent port to something you use regularly (e.g. port 80), and use bittorrent and whatever the port is meant for, shit will start happening, so choose something you never use (e.g. never use port 80 for torrents while you surf the web). When I had a TOT adsl account it was in my name. My current 3BB account is in my name.

This is all just an outrage, ToT should not be allowed to promise a service (such as 4 MB download speed) and then block torrent downloads, or in my case I live in Koh Samui, my torrent download speed have been capped at an amazing 10kbs, thats just... freaking slower than dial up (56kbs). Since they have done this, everyone should have the right to back out of their service contracts. If ToT isn't honoring their agreement why should we be FORCED to?

You say you have done "3 visa runs for a total of 45 days" to me this means each trip you got 15 days

In other words you don't have a visa, your getting a visiting stamp, and before someone replies.. like a know it all... And says that those stamps are 30 days, let me remind them that your nationality matters, and we do not know this persons.

In other words you have no visa to extend.

(Look in your passport and see if you have a full page sticker, nice and pretty, if you only have stamps, then you have no visa

NO TOURIST VISAS DO NOT COME AS STAMPS, ONLY THE ONE YEARS --- NON-B / NON-O..... For the next know it all

The blocking is 100% intentional. No question about that. It seems more sites and areas are being blocked as time goes by. What KKK said is true. Private trackers are not being blocked by IP but rather by port number or maybe by protocol analysis. This is no accident or broken equipment. Also, the increase of activity by the CAT and MICT in scanning torrent users and trackers points to them trying to block this activity.

Is this worth experimenting with..

thebox website works...their tracker doesn't which uses http protocol. The website, also http protocol, would use port 80. The trackers are on ports 2710, 8080, 8000, 4440 & 36000 and would seem to be banned. What about adding a tracker url using port 80 and see if it connects.

http ports 80 not working, using udp ports 80 works perfectly.

Also if CAT are blocking then those using other providers will also be affected as per my knowledge (not perfect) but CAT has the International Gateway and not TOT or TRUE or 3BB. Therefore the providers cannot do anything about it,

If your using UTorrent as your bit torrent client, you can set the ports manually

However, I download movies or TV shows that I CAN NOT watch here (i.e. Burn Notice, True Blood) I also listen to a style of music that is not very popular.. I listen to death metal... Sure It's not your choice... But have you tried to find a death metal cd (i.e. Despised Icon, Acid Bath, Arch Enemy, Cripper, Otep) in any of the 50,000,000 CD shops? I have... Think I found any? Nope, not ONE!!! But they do have alot of Michael Jackson, if thats your thing. So in fact torrents is a way for me to maintain my life style.
