The BIG problem with Thailand and it's various Government Departments, are there are NO set rules followed. Officers and offices use their own discretion and interpretation of the rules and that is where the problem lies !!!!!! In a normal organised country a memo is forwarded to all sections to abide by not to make personal decisions that are not in accordance with the instructions !!!!!! and even placed on a notice board for the public !
