I have experienced the phenomena of soi dogs attacking foreigners only. I suspect it is because we "smell" differently to the locals due to diet or genetics. Canines respond to strangers with barking and rushing behaviour ( in aggressive ones biting).
The average Thai response is what I find odd. It is either indifference or amusement. There is no or rarely any attempt to stop or control the dog or dogs. I have sometimes suspected encouragement. The dogs undisciplined, restrained or encouraged by amusement or otherwise becomes programmed into the behaviour.
see/smell/sense foreigner = rush, bite attack conduct unchecked or encouraged repeat
Of course until they meet me. Large walking stick and spray and willing to use it on them.... and angry owners if need be. -

I have a vision of Ranon in a sensible all weather hat, button down wet weather jacket, tweed skirt and sensible shoes warning the "goils" that hockey was not good for their hymen preservation. -
Can anyone advise if the same rules and laws apply in suburban Chiang Mai ? If so who is responsible for enforcement ?

I think the point made that in countries such as mine, Australia, where the military is subordinate to a democratically elected government it is held in high regard.
I remarked recently that I spend half the year in Australia and half in Thailand. When in Australia I can go years without meeting in public a member of the armed forces. You never see them except on TV or at remembrance ceremonies. My Thai friends were astonished; where as in LOS you see them strutting around daily.
If General Prayut is serious about wanting public respect then hand government over to a properly elected representative government of the people's choosing, not his, return with his soldiers to barracks and wait till they are called for.
No more coup's.
The armies of modern countries in democracies serve a vital purpose. To protect from EXTERNAL aggression. Military are very good at their one single purpose. The movement of personnel and equipment quickly and efficiently from one place to another to kill the enemy. Nothing else. Nothing !
And no Sir. Thailand is not unique, not special, there are not reasons I don't understand as a foreigner. That is smoke and mirrors you chaps have been using for years as an excuse. Be done with it.
The people of Burma, that poor sad walking basket case of a country next door knows what happens if you leave the soldiers in charge. Thailand does not want sixty years of you. -
I will make a sensible comment when I have stopped laughing at the Victorian prudishness of the report and the government spokesperson. Are they serious ? Really ? Honest they don't know it goes on ?

As a daily walker attacked by stray and "owned" soi dogs I have ceased being "Mister Nice Guy years go.
I love dogs.. I have several well behaved, trained and secured as pets.
I am regularly attacked when out walking and I respond with a large heavy pick handle which I carry. Stage one to drive off the attacking dogs, Stage two to strike, stun or inflict pain to discourage...
Stage Three to strike hard enough and accurately to collapse the brain casing at the rear of the dogs head causing almost immediate death.
I gain neither pleasure or bravado from this. I have just made a clear decision I will not be bitten again after the third session at hospital and rabies shots.
Since the culture and social behaviour in this country allows these dogs to be loose and attack me constantly and local and police authorities (or the owners) will do nothing then I take reasonable measures to defend myself.
The use of deadly force in extremis for self defence.
And yes I have on two occasions in the last thirty years. It took me weeks to overcome the trauma of what I had been forced to do.
And spare me any stories about angry Thais coming after me with guns or knives seeking revenge for dead

Okay just throwing it in. I have been travelling to and in Thailand for over thirty years and am yet to come across this issue. "farangs begging".
Don't you suppose for a moment that some junior journalist made the whole thing up ? That it is complete work of fiction ?
"Fake News" has been going on here for years before it became main stream. "Honest poor Thai taxi driver returning wallet stuff with cash to stupid farang who left it in cab" stories have been regular suspect journalism for years. -

Just a cautionary note. Green tea, unsweetened and preferably freshly brewed or prepared, hot or cold is an acquired taste... but delicious and refreshing.... however if you have for dietary or other reasons been warned about caffeine use be careful. Many contained substantial levels of caffeine.
I have gastro reflux problems..... severe. (GIRD) or (GORD) depending on USA or Britain. I was chugging green tea like a madman believing it was good for me. Not so. It's caffeine levels were making life worse.

Noted that this part has gone unremarked. Slow build up ....increase in army numbers..... why ?
I am not even sure why Thailand requires a large conscript army. Against whom are we/they afeared ? How does having a large conscript army alleviate this ?
Or do I suspiciously think there is a political aspect to this ? -

I have read this twice and I just want to be sure. 18 young men in riotous assembly with intent to commit violence led my a policeman's son went to one of the group's love rival's home. There they forced entry and not finding the rival none the less attacked three occupants stabbing them with knives and a screwdriver.
One of the victims later died.
They have been charged with murder AND RELEASED ON BAIL by the police.
I have it right ? Are the authorities serious ? Unbelievable. -

There is an inquiry counter on the ground floor of CNX however I was one day overstay recently. I just fronted the immigration counter and was directed over to a nearby counter (supervisor I presume). I smiled a lot, played old man, apologised .... was allowed to pass. No fine.

Okay, if Thailand wants more tourists then perhaps the mildy anti - foreigner attitude needs to be buttoned up & put away by a lot of Thais. One gains the impression that many see tourists as "walking wallets" or as I heard one young group of farang call themselves "ATM's".
The land of smiles is fast becoming the land where one gains the impression that the inhabitants would be happier if we all just arrived on a plane emptied all our available money into a waiting bin and then got back on a plane leaving.
