It's good to hear from someone who knows what he is talking about for a change.
I don't doubt that there are viable options for solving this, and that some plans were already completed and presented to the decision makers.
The "natural disaster" excuse does not work here, as water management is possible, although it requires long term planning and lots of money.
I just came across an article using wells to drain away the water. Seems to make sense. Why didn't anyone think of this before?

I have been living here for over two years on a Non O visa based on marriage to a Thai woman. I have not left the country once, and now I don't even go to the immigration office to report my address. I don't know what your information is, but I am totally legal, all of my stamps are legal
What kind of stamps do you have? You haven't seen any immigration office since two years and haven't applied for a 1 year extension with showing 400000 Baht in your thai bank account? And you are still confident that your are legal in Thailand? LOL

If the water is not flowing fast enough into the sea, why not pump the stagnant water into existing wells and drill new deep wells to discharge the water into the underground aquifers?
Every inch helps, doesn't it.
