Seems an odd thing to say, since I've never met a Thai that doesn't consider Russians to be "westerners".

Maybe because the teacher was educated in Europe?

Yes I have a job outside of Thailand with that degree. She wasn't my teacher.

No foreign law enforcement have jurisdiction in Thailand. But the Thai police can arrest people wanted abroad if they have a agreement with the country in question.
