Off base? He's clearly mentally incapacitated so using the 25th would be very much "on base". But, of course. the spineless GOP would never allow that.
Oh well, in a few years time the GOP will be gone as a serious political contender. I just hope we can survive the remaining time with the basket case in the WH.
