As it would be a Thai person or company selling the land / condo then yes, it WOULD be up to a Thai person. I'm not saying I'd expect a seller to sell for less to a Thai (although that currently happens extensively), What I'm saying is that the price will be set higher for a foreigner so a Thai person would not be willing, or able, to afford that higher price. So it would be the Thai sellers that are pricing other Thais out of the market, not the foreigners that are buying.

As it will be Thais selling land or condo units in the 51%, then if other Thais are priced out of the market, it is because the Thais are asking more from Farangs than their fellow countrymen are willing to pay. So don't blame foreigners for pricing Thais out of the market!
