It all comes down to a complete failure of law enforcement in Thailand. Until appropriate penalties are set/fixe, enforced and reported to the public there will be no change.

At the least the taxi driver will have to live with the fact that he killed a 22 year old man for the rest of. his life.

It is to be hoped that one day there will be similar delay for the ambulance in which he is suffering! Particularly shameful for a police officer to behave in such a way. However, that is the Thai police - no shame! No wonder nobody respects them.

Lack of both education/training and enforcement. There is no training video for motorcycle drivers when applying for a licence and the police are clearly ignoring such infringements. Begs the question whether they will actually start deducting points for using a phone when the system comes into play next year.

It basically comes down to education and enforcement. You need to educate the public how to drive properly then you need to enforce any legislation to penalise offenders. If the press reports the results of the enforcement the public should get the message about driving properly.

However, there appears to be no way of educating the public. Even the video shown when you renew your licence does not relate to motorcycle drivers. Need I say anything about the police enforcing the laws??!!
