I guess these would be the ones who tested negative before. Sometimes these places are outside. For mealtimes or for the muslims when they do their prayers. And there are a few stories in the news of people who were negative when they went into quarantine testing positive afterwards. I wonder how many people catch it in quarantine facilities.
a friend of mine currently under quarantine in bkk says they were allowed out after 5 days for an hour day

The very same agency that stops kids riding bikes without helmets and licenses, and the very same "force" that comes down hard on man-children drunkenly speeding around town and owning the outside lanes on the highways.
