Accord driver clearly wasn't paying attention to the road and veered into the City, so should be done for that. As for the deaths / injuries that resulted from the fatal mistake of the Accord, then even though the fatality was a drug runner, the Accord driver should still be held accountable for it, as well as the injuries suffered by the passenger.
Also, I swear that when the collision happened, the Accord driver said "Oh <deleted>"

Given the way TAT works things out, no doubt we'll have 4 plane loads of tourists flown in, herded through immigration taken round the back and promptly put back on the planes, which will take off again and the whole process repeated.
Rinse and repeat until desired number of entries are achieved.

Used it several times when work have ponied up the cost of a business class flight, it was very fast compared to the usual lines - the longest wait I had was a bloke got mixed up with which immigration hall he should be using, took 5 mins for he IO in broken English to tell the other gentleman, who also only spoke broken English, to inform him of the ins and outs of proper procedure.
