  Correct, this comes under civil law & not criminal law so (I believe) you will only face prosecution if another person takes legal action against you. 

Rayong immigration at Maptaphut will accept an application after the first 30 days of your visit but must be made before your 60 days are up.

 Good reply from Ubonjoe but please note "I do not think you can apply for an extension during your first 30 days of your stay".

Although improved in recent years Thai, Air France, Aeroflot to name a few do not have a good safety record. Competition is good news for the consumer
