    CNN has some data. 

    They report Thailand had administered 102,050 doses as of 3/24, which is <1 per 100 population, in the 26 days since the first dose was administered in the country.

I personally don't like carrying a lot of cash with me.  For cash during our visits I use a debit card that refunds the ATM fee back to me.  I use a debit card from Scottrade Bank and withdraw up to 20,000 Baht at a time any time from just about any ATM in Thailand.  There are other card issuers that refund the fees also.  Look around to see which ones refund international ATM fees.  When using the card, the kiosk always shows a screen, that you have to accept, that says there will be a 200 Baht fee.  But at the end of the month the debit card statement refunds back all the fees incurred during the statement period.   Very nice.
    I have the debit card account connected to my regular US bank account, so I can replenish the balance in the debit card account as needed during my stay.

    I'm not familiar with the acronym NCB.  I'm looking it up and finding something about a No Claims Bonus.  Like a premium discount we might have gotten because of a good driving record.  Is that what you mean there? 
    In our case we only have the mandatory coverage on this car.  Am I right that NCB would not apply in this situation?

    If we both go to the Land Transport office, is it required that the car be physically there also?

  5. We have agreed to sell a used car.  We are in Chiang Mai.  The car is registered in name of a Thai person, and the buyer is a Thai person.

    We have gotten 2 conflicting ideas on the best procedure.  Can anyone clarify the best way to properly transfer ownership to the buyer?

    One person said to just draw up a private contract between the parties, exchange money, and turn over possession.

    Another said for both parties to go to the Driver License office and fill out paperwork and exchange money there.

     

    My questions:

    1. Pros/Cons of these 2 methods.

    2. If we go to the Driver License office, what documents are required?  Do buyer and seller both need to go?

    3. Do the plates stay with us, or with the car?

    4. The car has the basic mandatory Paw Raw Bor insurance (not first class type).  Does that policy continue with the car until it expires?  Do we need to remove our name and report the new owner's name to the insurance company?  Or do we just cancel the old insurance (with possible refund of unused premium),  and let the new owner to get their own insurance?

  6. A big part of the problem is shown in the statistics given in the article:

     

    From Dec. 29 - 31 ...

    7,298 alcohol-related accidents involving motorcycles

    3,769 alcohol-related accidents involving buses & cars

    That's about 11,000 impaired drivers involved in accidents....

    .... and only 2,813 persons charged. 

     

    Unless people know they will be charged, behavior won't change. 

    There just isn't enough fear of adverse consequences to change behavior.

    Can you clarify where the agent's office is again?

    I saw an area outside the Imm Office, just within a few feet to the left of the outside door on the ground floor.  Is that the agent's office?  There were some standing signs outside for different services, trays of blank forms on a table & more tables for completing paperwork.

    Also saw a little further down to the left a copy shop for copies & photos.

    Is the place you used the one in between the copy shop and the outside doors to the left of the Imm Office, with the tables outside?

    When I went, there were people queued up there asking the attendant questions, and because there were supplies of official forms for distribution, I just assumed that was part of the Imm Office. 

    Also, what did you have to give them?  Just the documents & photos, or your passport also?

  8. Does anyone have current information on options for fast turnaround for a Certificate of Residence in Chiang Mai?

     

    From what we have been told, this used to be a quick routine thing at Immigration costing about 500 Baht, but that the policy has changed. 

     

    Some websites say agents can do 24-hour turnaround, but you can't tell if that may be old information.  The information from staff at Immigration indicated they only do this as a free service at Promenada, and there is a waiting queue of about 4 weeks just to submit the paperwork, and then several weeks to receive the certificate.

     

    For the driver's license, you can satisfy the residence requirement with a certificate from the Consulate or Embassy, but for other needs, such as an application for a Yellow Book, only a Certificate of Residence from Immigration is accepted.

     

    So, becoming resigned to a long wait, but asking here if anyone has ideas for faster turnaround.  Thanks in advance.

  9. Follow-up. 

    The procedure in Chiang Mai is somewhat different. 
    They do require a certificate of residence from Immigration for the application for the Yellow Tabian Baan.  A residence certificate from the consulate is not accepted for this.  The process takes about 2 weeks after the paperwork is submitted.   The last step is a meeting at which statements are taken from witnesses verifying the person resides at the address.

  10. Another thread on obtaining a Yellow Tabian Baan book (YTB) said that before starting that process at the local Amphoe office, it was necessary to have your address registered with Immigration (because the Amphoe will send the request to Immigration for confirmation of address).
    The suggestion was that registration of address with Immigration was automatically accomplished when one reports for extensions of the Non-O visa.
    I am in the first week of a Non-O visa, so have not yet needed to report an address for an extension.
    How would I report my address to Immigration early in order to start the application for the YTB?  I am in Chiang Mai.

    Are you asking about the certificate of residency that people use to obtain a driver's license?
    If so, I was at the Promenada office last week for that purpose and they provide this service on the 3rd floor in a small office (not the ground floor space). 

    But the turnaround is quite slow.  There is basically a waiting list to submit the paperwork requesting the certificate.  They accept listings on the queue weekday mornings.  You come back on your appointment date to submit your paperwork requesting the certificate.  As of last week, adding your name to the queue would get you an appointment around December 19th.  Then the turnaround for the completed certificate would be 3-4 weeks later.  There is no fee for the certificate.
    It was explained to me that because the service is free it is very popular. 

    To get a certificate faster, they suggested going to my local consulate, which for Americans, will issue a certificate in a few days for B2000.

    The instructions at the link you provided are very clear. 

    One question:  For someone who has not yet registered their address with Immigration for a visa extension, how can they get registered with Immigration in order to move forward with the application for the Yellow house book?   Is there a way to register in advance with Immigration so the application can be started at the Amphoe?

  13. Thanks for your reply, Noise.  You and another private reply both suggested the stores at Central Festival, so I'll do that for sure.  Sounds like an efficient way to get the information and compare.

    Do the people at the stores at Central have the coverage map details to know if they can service a specific address, or are they mainly order-takers and you find out later if they can or can't connect you?

  14. I will be in Chiang Mai for 3 months.  How can I identify which companies offer internet / home wifi service in the Land & House Park on the CM / Mae Jo Road (Route 1001), in Moo 4, in Sansai. 
    Looking for coverage maps and pricing in particular.
    It doesn't need to be super fast, just reliable. 

    Ideally something I can get month-to-month without a long contract obligation.
    Very sorry if this question duplicates info already here.  I did look before asking.

  15. Ignore the right wing troll. I suspect in the email case, they are covering up, but this is my opinion. Having been faced with a grand jury hearing in a purely political case, Gainesville 8+4, I, along with my fellow co-conspirators refused to testify even after given "use immunity". Use immunity means the government cannot use your EXACT words against you and is in fact "useless immunity". I do not fault any American for using the 5th, I certainly did along with several other Constitutional Amendments that applied. We went to jail for contempt, Justice William O. Douglas (we had a real Supreme Court then) said set these men free. I still have the prized document. The trial was a complete bullcrap case. The jury was only out an hour and NOT GUILTY. Members of the jury, including the foreperson attended our reunions. So understanding more than most, I still believe he did the right thing.

    thank you for sharing your important story. Were you one of the original "Gainsville 8" or were you one of those subpoenaed for testimony before the Grand Jury who were jailed for invoking your 5th amendment rights?

    For those not familiar, the Gainsville 8 were loyal Vietnam veterans who formed a plan to demonstrate peacefully against the war during the 1972 Republican National Convention. The government infiltrated their membership and it was later shown that the government informants were the ones trying to incite the group to violence in order to bring charges against them. At trial, the "8" were quickly found not guilty. Another group of people were subpoenaed by the government to give testimony to a Grand Jury, and some of them invoked their 5th Amendment right, and they were found in contempt of court, and some of them were jailed for refusing to give testimony. Those were dark days in America. (sgtsabai, please correct my recollection of this if I have any of it wrong.)

    Invoking a right is not an admission of guilt.

    I suspect the IT aide in the Clinton e-mail investigation is invoking his 5th Amendment right (and also seeking to prevent video recording of him doing so) in order to prevent his words and video from being used in campaign advertisements against his former boss.

  16. Is anyone knowledgeable about the cost of secondary schools in Thailand (Matayom level)?

    I had always assumed secondary school was compulsory and free, however in the past year have heard that is not always the case.

    I am talking about public Matayom level schools, not private.

    Outside the external costs for notebooks, uniforms, haircuts. etc., do the schools themselves charge any fees for enrollment, registration, tuition, etc.

    If so, how much?

  17. The Social Security Administration does have an online portal where you can view your information including a breakdown of deductions from your check.

    Visit https://www.ssa.gov/myaccount/ to create an account.

    Here is a list of things you can do online:

    -Keep track of your earnings and verify them every year;
    -Get an estimate of your future benefits if you are still working;
    -Get a letter with proof of your benefits if you currently receive them; and
    -Manage your benefits:
    -Change your address;
    -Start or change your direct deposit;
    -Get a replacement Medicare card; and
    -Get a replacement SSA-1099 or SSA-1042S for tax season.

  18. The markup through multiple levels of informal distribution guarantees the price must be much higher than the face value. The basic problem is that vendors have no way to get their tickets below the face value. This is because the government uses the entrenched middle-men system to distribute the tickets.

    The solution could be very simple. If the government decided to distribute the tickets directly to vendors that would fix the problem. It would put a large network of connected influential middle-men out of business, however.

    Alternately the government could reduce the price it charges to the first level of private distributors. Then the middle-men could continue to make their markup, but the final marked-up price to the vendor would be low enough that the vendor could still make a profit at 80 Baht. It's only a matter of who pays for the reform, the middle men or the government.

    The government already has a potential distribution structure at their disposal if they choose to use it. The Amphoe District offices all across the country could be assigned to distribute lottery tickets to registered vendors.

  19. Does the presence of a whole house Safe-T-Cut solve the grounding problem even if the outlets are ungrounded 2-prong outlets, or do you need both?
    What if the house already has a Safe-T-Cut, and this mild tingling shock is still felt on the chassis of a laptop?

    This issue has been discussed ad-infinitum, but no harm in doing it again:-

    • Correct solution - Properly grounded 3-pin outlets.
    • Preferred alternative solution - Run a wire from the ground pin of the UPS input to a rod bashed into the ground.
    • Less preferred alternative solution - Run a wire from a screw on the PC metalwork to a rod bashed into the ground.
    • Desperation solution - Run a wire from a screw on the PC metalwork to some structural steel (balcony railings work well).

    Note that the balcony railing solution will provide a functional earth and stop the tingle, but it will NOT provide a safety earth to prevent lethal shock in the event of an actual fault.

    In any event please ensure you have an RCD/RCBO/Safe-T-Cut device installed in your incoming supply.
