Section 569 CCC. A contract of hire of immovable property is not extinguished by the transfer of ownership of the property hired. The transferee is entitled to the rights and is subjected to the duties of the transferor towards the hirer.

What are the legal requirements to revoke an illegal but binding license? Does it depend on the question whether the construction has already began? If the applicant was not aware of the license problem, can he trust on continuity of the license?
