I understand there is a need for improvement through communication and calm minds. Of all involved parties.
I don't understand how some people claim it's correct to blame a group for the negative actions of it's ancestors (hundreds of years earlier), whilst claiming it's not correct for themselves to be blamed for their own current day negative actions (eg, rioting, looting, assaults, etc).
Own your own behaviour.

I was fortunate to visit it with friends, near the end of 2017. It was beautiful.

The kids are under 16, so it´s impossible that they have a driver license. I hope there will come a hefty fine for the parents that they allow the kids driving. But I guess nothing will happen.
It can´t be so difficult to find them when the bikes are so loud.
As I understand it, a motorcycle licence can be obtained at 15 years of age here. Includes legally. ????

Coincidental that it is the same vehicle type though.
I don't believe a word, either it is him or someone else driving his car. Surprised the plates could be read, most I see are illegible or missing.
What better preparation than to select a similar vehicle to copy plates? I'm not saying it was definitely a cloned plate, just that it's possible.
Time for some investigation by the police (including asking for documents supporting the claim that the vehicle was elsewhere). Phone records are useful to position the phone, if the vehicle owner maintains his story. Possibly a Court matter will sort the som tam from the bs.

Is there a clear connection where cancer comes from?
I.e. if someone has lung cancer, are the cigarettes, which a smoker smoked a decade ago, before he stopped smoking, responsible? As far as I know there is no clear connection.
Here are a couple of resources that might interest.

The hotbed for spreading something are the areas inside were people will share like toilets or even the chairs and table you are using - the sauces and salt and pepper shakers that usually sit on tables - the truth is - restaurants are hotbeds for spreading stuff by their very nature - even worse than bars but not by much
And the rummaging through forks, spoons and straws that everyone else touches. I've been chastised for drinking from a cup at a restaurant instead of using a straw. The reason was 'you don't know if the cup was washed properly'. I'd really like some of the cleaning to continue after this 'lockdown' mentality. You know the hygiene, not the hype.

I believe selling land to non citizens is not a good idea. I say that for land in Thailand, as well as Laos, Australia, or wherever. Keep it for the citizens. Leasing for a long period might be a decent strategy. Sovereignty is important as is looking after your citizens.

It has zero chance of improving within one week , they should take a close look at how other countries are doing and act accordingly but a 24 hr lock-down is just ridiculous . The numbers will keep rising because people just kept ignoring social distancing as well as Thai returning from infected countries and spreading the virus .
I suspect the decision has been made, just waiting for the announcement. As you wrote, the chance of improvement in 1 week is unlikely.

Friend told me the other day that Chiang Mai is now doing drive thru service for 90 Day. Has anyone else heard this?
Yes I read it on FB group "Chiang Mai News in English".
"(Mike Gaudet was the original poster).
CHIANG MAI IMMIGRATION ONLY!
Today, so everyone knows, the drive-thru for 90-day reporting is open! You can use it as long as you aren’t late. Just get in line with your passport and TM-47. Anything changes, I’ll update this post.
Update:
Yes, motorcyclist can use.
You still need TM-47. Filled out at window if you don’t have it. Be a pal. Fill it out before.
CN be done on first time, but you cannot be into overstay/late report.- 1

I submitted one about 5 years ago, when I tried to re-report I was told it wasn't needed.
Last year (after mention was made of it in media), I asked again. The first 6 Immigration officers I was directed to didn't know what a TM28 was. The 7th told me not to worry. They were all pleasant and polite, but not aware. All ended well (no TM28 completed, TM30 completed). Chiang Mai Immigration.

If you don't have it on hand yourself, how can you blame others from not having it?
It's possible he is selective about where he puts his hands.
I don't think it's unreasonable to expect fingerprint scanning equipment to be hygienic as it is mandatory. It's not just about a single virus either.

I don't understand why you received your extension visa, having been on overstay. Once the original visa had expired (and you were on overstay), it could not be extended. I'm sure the outcome could have been more negative for you, but I do not understand the logic of their behavour.

I have completed 90 day reports at 3 different Provinces (in the same 12 month visa period). Two (2) of those had TM30 lodged by me (at home residential adresses and also at a friend's address I was visiting) and the third whilst I was on holiday and staying at a hotel (who apparently registered my as a guest). No questions asked by Immigration officers during those 90 day reports.

There is another thread running on this. In the facebook comments it says the farang has brung it back at last.
Returning it might be considered mitigation (penalty), but no defense to stealing.
And I agree, no nation (or 'farang' group) of people are all good, nor all bad.

As we have been reminded, each Immigration office(r) can be different from others. (Maybe even from themselves the precis day :))
The hotel should lodge your stay online (informing Thai Immigration). The next time your TM30 reporting is viewed by Immigration you could be fined.
I know this because Chiang Mai Immigration informed me my whereabouts had been lodged at two cities, when I reported my return to Chiang Mai.
I suggest reporting is a good tactic, maybe try online yourself.

I'm not Ubonjoe, but I believe you are correct about it being possible 45 days early.

There are many posts mentioning such things as "proof, or other forms of evidence". Given that the "Statutory Declarations" are no longer issued by my Embassy, would the following be considered 'proof' by Immigration?
1. Print out of Superannuation Income stream from issuing authority (authority is outside Thailand)
2. Print out of a reasonable banking history (perhaps 2 years) showing that income stream being received into my bank (outside Thailand).
As I understand the Thai Law, income stream is an acceptable mechanism. It is not required by Law to be inside a Thai Bank. I do have another means of having money available to spend here (that does not incur larger fees).
I previously used the "Statutory Declaration" from my Embassy for a genuine income stream. I have no difficulty in substatiating that to reasonable police examination.
I am looking for an answer from the more experienced members, e.g. UbonJoe, however welcome rational answers from all.

What about the TM30 requirements (to register a visitor to Thailand starting at an address?

Hardly an allegation since sentencing follows conviction.
When many members of a population customarily steal from each other, it becomes culture and therefore acceptable to the many. They know they can/will steal from someone else at the next 'opportunity', keeping the money moving. So does honest behaviour, but I'm not sure it will catch on as a habit.
