Foreign players are not allowed in the Thai league or does the team have the maximum number of foreign players already? Korea and Japan leagues allow foreign players.

Pie in the sky stuff again! This Country will never hold sway enough to host anything like this! And even if they did, they would mess it up. Thailand will always be a minnow Asian country. Last Asian country to hold the Olympics? Seoul!
While I agree Thailand does not have the infrastructure to host this event, I believe the last Asian country to host an Olympics was China a few years ago. Japan will host in 2020.

I just finished an 8 year stint as an English teacher in BKK. Tell your friend to prepare himself for a never ending circus. Oh the hoops he will have to jump through. In answer to your question, a 60 hour TEFL is not ideal. Go for a 100 or 120 hour course at least. A CELTA looks better on the CV. If he is looking to teach adults then a DELTA is better. As mentioned above, a PGCEi would probably be the best.
Whatever he decides to do, tell him good luck. He's going to need it.
