The yellow house registration book (https://lh3.googleusercontent.com/-lYhyYwSNdso/T4Mvfdu3smI/AAAAAAAAO6w/KqKGY7JKrZc/s576-Ic42/Yellow%252520tabien%252520baan%25252020070213.JPG) and the residence certificate (http://www.immigration.go.th/nov2004/download/pdf/res_cert.pdf) are two different things, not related to each other.
Other than most Amphurs want an Immigration residence certificate as part of the documentation to issue a Yellow Book
And it is worth noting that if you have the Yellow Book, you will never need to get another residency certificate. The Yellow Book serves that purpose.

Actually, the yellow book does streamline things at the Department of Land Transportation (driver license, etc.).
Utility bills, etc., are all in my wife's name. The yellow book instantly take care of address certification without need of a letter from the puai bahn, etc.
I rarely need my yellow book, but am glad to have it.
Edit: I am on the marriage extension.

I know this doesn't help, but I have question for you. I previously studied the thread on PR, and have looked at the requirements on the Immigration website. One requirement that ha stymied me is three years of continuous employment in Thailand with a work permit. Somebody told me the other day that they had dropped that requirement. Do you know?
