The answer is 'I don't know', except there are a lot of idiots like this in the UK, and idiots like this are a big part of the reason why I left the UK.     Anybody who has lived here for a number of years will probably agree that Thailand in general has become a lawless dangerous country - especially in the last 10 years. The image of Thailand being a paradise belongs to the TAT's adverts only. Thailand - unfortunately - has become a sh!thole.
