We have to remember this is how the country has always been, regardless of which type of government. You must first have common sense, leaders who think about consequences and what responsibility is needed. This country takes no action on underage drinking, smoking, riding motorcycles and wearing helmets, so why would they have any laws about underage smoking of weed? Because the officials in government keep what budget money they can for their bank accounts to get rich. Too much corruption here. They also have a relative to give the jobs too and overcharge so they make big money for themselves in kickbacks. Agree totally! If the age is that vital, there should be an age limit as well that makes it illegal to drive a motorbike. I would have just got up and taken care of myself and felt lucky I didn't get killed or hurt badly and would have reported the hazard.
