If as the OP asked, if, and only if, you have gone through being stopped, detained at the airport and refused entry, please tell us of your experience in detail - step by step.

You cannot extend a Visa, you have been extending your permission to stay.
I'd now guess you have an extension giving you permission to stay until 5th May.

Yes this I think is correct, but your permission to stay , based on retirement , ends 12 months after it was granted .
Perhaps the confusion here is regarding the 90 day periodic reporting date during this 12 month period.
I am certainly confused by this as the reporting date does not always synchronize with the 12 month permission to stay.
In my case my permission to stay based on retirement ends 24th March, but my next reporting date is not until May.
However, I must renew my permission to stay based on retirement by the 24th March, or leave the country.
If I choose the latter, then my IMG 0 visa is cancelled and when I return it will be on a 30day 'VISA On Arrival' that can be extended 30 days for 1900 baht
Can someone confirm that I have got this right or where I have got this wrong

But Let me try to clarify with an hypothetical example
If a single person has a 1 yr retirement ext ('visa') and his next 90 day reporting date is July 1st 2019.
But he needs to travel and leave Thailand on June 15th 2019. Gets a reentry permit and returns by air July 15th. Thus he has not reported at local immigration on the due date.
On re entry At the airport :
will immigration just set a new reporting date 90 days from re entry date ?
Will he need to show proof of 400k in Bank ?
Will there be a penalty for late reporting ?

Under the new Retirement regulations , if you travel abroad with a Re Entry permit prior to your 30 days reporting date and return after your 30 day reporting date - does anybody know if at the airport immigration, they would require proof of 400k in the bank.
That is would you need to travel with your bank book ?

After I must leave Thailand when my retirement extension expires this March
Can I obtain a new 90-Day Non-Immigrant Visa in any country (say Vietnam) or must I apply in my home country (UK)

You can use PayPal - need a US PayPal Acc and Thai PayPal Acc.
I used this method in the past, however I use Transfer wise now as its cheaper and I do not transfer back to the US

You have a 7 day grace period - after 7 days its a 2000 Baht fine . I had to pay this on one occasion but cannot remember exactly how long pass the reporting date I had gone. I think it was 2 or 3 weeks but not as long as 1 Month.
Just goto immigration and sort it out. The longer you wait the worse it will become
