What have tattoos got to do with bad behavior? We are not in the 1800's anymore. Most of the Buddhist monks and locals here have them, do you suggest incarcerating them all also? I have lots, been visiting Thailand for more than 20 years. And never had any trouble with locals or the police. You're statement is very naive, and just shows your prejudices towards certain people.
