You need to apply for a Non immigrant O visa at the Thai Embassy in HCM. State your reason as retirement.
It should be a straight forward procedure, taking 24 hours.
When you enter Thailand you will be stamped in for 3 month.
Near the end of the 3 months go to the local immigration office and apply for a 1 year extension.
At this stage you will need to show 800,000 baht in a Thai bank or an income of 80K per month.
No police record form is needed.

I am a USA citizen living in Hochiminh City Vietnam. Can I start the retirement visa process from Vietnam? I have no plans to return to USA at this time.
With this visa I understand 800000 baht is required-at what time would I need to produce proof?
Also, I understand proof of non criminal record be provided. How would I or could I get this information from USA while living in Vietnam?
Or what is the best proceedure for me to live long term in Thailand?

What is the average monthly maintenace fee for a well maintained condo complex that includes 24/7 security,swim pool,and clean lobby.In the Pattaya,Jomitien beach area.Fee would be for a condo approximately 40sqm.What ,if any, would annual taxes be-or are taxes included in the monthly fee?
