Do you have any experience of awareness of any banks not requiring a police report.

Yes, in Thailand and at my US bank.  Police report never came up. All funds were restored to my account. And like I mentioned earlier in the thread, the service at my Thai bank was very helpful and professional.

You need to work directly with the bank that issued the card.

I appreciate and understand what you're saying but after reporting this to the proper  authorities, I  realize it is a pure file 13 matter to all involved.

I walked into one police station to find it empty except for one officer who  had his head tilted back with his mouth open.

The police aren't the proper authorities for getting your funds reenstated. The best they could do is arrest someone.

You need to contact the bank that issued the card ASAP and let them handle it.  I'd bet money on you getting some if not all your lost money back.

I know the chances of the thief being caught are between the proverbial slim and none,  but I want to do whatever I can to prevent that person (s) from doing a repeat to   me or someone else.

Think I'd leave the crime busting to the cops and bankers and focus on getting my funds reimbursed. If it's a US card with a Visa stamp on it  you have a very good chance of getting some reimbursement.

    Which bank was that?

KrungThai.  I left the card in a ATM once and walked out of a restaurant the second time without waiting for the waitress to return it. The restaurant saved the card for me but the one in the ATM gave someone a nice weekend in Pattaya judging from all the charges they rang up.

Thai banks have a bad reputation for not reimbursing losses like that.

Lost my card twice through my own carelessness and my account was drained one of those times. Both times, the bank gave me a list of charges made to my account and asked me to circle any charge I did not make.My account was credited  for all charges I had not made. The only charge to me was the 300 baht for a new card. Excellent  and professional service both times.

Sounds  like someone the OP knew had access to his card and took advantage. A skimmer wouldn't wait around 2 years to collect on his efforts.

don't understand how a hotel can manage bookings. obviously they want as many guests as possible but if it is possible to check in without a reservation and it is also possible to make a reservation some days in advance. there must be a conflict.

No conflict. Rooms paid for in advance trump some guy paying as he goes. Money in hand always wins out. Only conflict that could arise if a customer offers to pay more for a room already paid for, that would be at the mgr's choosing/risk though.

What hotel lets you pay as you go? It's not a phone service. If you didn't pay for the days you will be staying already then buh bye.

Many. Pay a few days or a week in advance rather than for the whole stay at once. Pretty common practice, especially if you don't have a set itinerary and want to keep some options open. The big question is did the OP make a reservation and pay  in advance for the days he's been evicted for. My guess is he didn't.
