As you I had my original O non-imm from Jomtien last year. Moved to Roi Et this winter. Got my retirement extention renewed in Roi Et last month, no problem (30 minutes).

I have learned not to tell any Thai anything about my motives and attitudes - they usually misunderstand and they tell everything to everybody.

The rules state you need to report within 24 hours of moving but they would not know when you actually arrived at your new residence.
I suggest you to do the change of address as soon as possible after you move to avoid any problems doing your 90 day reports.
I don't recall any report of Roi Et wanting backup proof for a income affidavit. But things could change by June.

I am moving from Chonburi (Jomtien) to Roi Et. Are there any documents and notifications I need to give to Immigration in Jomtien before I move?
I am living in Thailand on a retirement extension from a Multiple Entry Non Imm O Visa, and my next 90 days report is due 5th March. I know I have to make sure Immigration in Roi Et is notified (TM28 and TM30), but how quickly do I have to notify them?
My embassy still gives income affidavits, but is Roi Et Immigration likely to demand any additional income verification when my time to renew ccomes around in June?

edit - i ask this as your reponse sounds like what i've read for people doing their annual extension of stay at jomtien.
Arrived in February on visa exempt.
After 14 days got letter from Embassy (Verification of Income)
Needed another trip to Bangkok to have signature on letter verified by MoFA
Applied for 30 day extension on my first permission to stay 30 days, and got it the same day.
Went to Chaeng Wattana to have verification verified.
Applied for Non-Imm O at Jomtien.
Followed instructions from Immigration officer to the letter. Get copies of all documents they ask for. (Housebook of lessor, housebook of Condo, etc.)
Now have received METV Non-Imm O and 12 month retirement extension in one go.
How to: Be unfailingly polite, always smile and always accept what they tell you.
Easy - yes, and not too time consuming, all things considered.
