I can sympathize with your situation. The same thing happened to me years ago. The landlord's secretary called a meeting of all tenants and informed us that the rent was being raised from 6000฿ to 25,000฿ & higher for larger appartments the next month! We asked if those still under contract could remain until it expired. NO was the answer and it would be fruitless to argue or even sue. Needless to say it was a hassle having little time trying to find another place while packing and then moving. This is Thailand - TIT!

Some roads may be bad but I say it's the drivers who cause the majority of fatal accidents. No amount of baht is going to change that.

Although the police were slick getting the headman and a monk to accompany them, Rudolph is stil a farang and no one believes him. They and the mother of the deceased will try to get as much baht out of him as possible. Since the deceased was also charged, will he go on trial? TIT!

And, of course, they will drive sensibly, follow new rules, obey the lower limit on only 2-lane roads, never drink and drive and there will be fewer accidents! Wait 'til Songkran!

I lived on the Takfa Land Settlement, Taklii Nakorn Sawan 3 years; Korat 3 years; Bangkok 9 years; Bangsan 3 years; then Bangkok 9 years. My choice would be Bangkok or Chiangmai. Everything available and so much to do and see.
