Issue is no one will speak up for fear of something happening to them or their Family. Police are there to protect and serve the community But who Polices the Police It says a number of Officers have been removed to other places What is the point Should be sacked no payout no pension and an Investergation done and prison time for Extortion

Not at all, we don't "hate Thailand" or we wouldn't be here in the first place. And we are not " putting our shit on Thailand, so you can ignore the misery in our own home country" You are completely missing the reason why so many people are ridiculing the BIB statement. I understand from the way you write that English is not your first language, but let's put the scenario in different way:-
If a Thai had been on holiday in Europe, and died suddenly because the temperature had suddenly escalated to an unprecedented, shall we say, 25c (which is almost a heatwave in Europe!) I am sure that the police would not be saying that the Thai died of heatstroke!!! THAT is the reason for most of the comments here!
And from ONB News - NOT Thai visa:-

As for feeding them, many Thais do so. It certainly isn't only farangs. You'll see them hanging around the food stands hoping for (and getting) a handout. There even used to be a dog on Soi Cowboy that would tap people on the back of the leg if you were buying something, hoping you'd buy an extra one for him. I label that as cute and harmless, certainly not aggressive. And it is Thais who put t-shirts on the dogs when winter sets in and the temperature falls at night.
Mostly they are perfectly harmless if left alone. If you are aggressive against them then they might react in the same way as a person would, and take issue with you.
