Definitely not true.
I have imported and exported personal effects to/from 4 different countries all of which applied duty to personal effects. Luckily for me, by virtue of my work, mine were exempted but it is in no way true that personal effects are automatically duty free everywhere. Far, far from it.
I brought in 54 boxes of personal effects.....all duty free....it is a worldwide thing......clothes 4 dvd players, pioneer sound system, tvs, binoculars all kinds of things...panasonic microwave....cutlery....frying pans .....pans.....golf clubs, mountain bike, fishing boxes and tackle.....thats about it....OHHHHHHHHH and bottles of Malt whiskey....some sobrano.....odd bottle of wine...

What they do is, they accept a thai national that have stayed outside Thailand for more than 1 year to bring personal effects back home to Thailand free of duties....
Next problem.... They have a very sofisticated way of minimising this "free import". They are just aceepting a VERY FEW COMMODITIES as personal effects, so in reality everybody pay something to the thai customs.
But Yes, much better to have a thai national do the import if they have stayed outside Thailand than a falang, that is for sure.

I've been asked for my passport before when trying to use my non-Thai driving license. They didn't even read it - just saw that it wasn't a Thailand issued ID and asked for my passport, which I had, of course.
Why try? I just wanted to see if I could fly domestic without it.
This was about 2 years ago. Your experience may differ.
i have used Thai driving licence before all licences have ones passport number on it !!!

Some of us loved travelling on the train so much we used it in preference to flying. It's all in the mind set.
Just tell yourself you are saving the planet from doom by using the train instead of polluting the atmosphere.
are not the trains DIESEL thus polluting the atmosphere ??

Is yellow house book and pink ID enough for them or do you need explicit a certificate of residence from embassy or immigration?
need cert as far as I know that way they collect MORE MONEY....for something which a poster has already pointed out....THAT ones address is already on back of driving licence along with passport number !!!!!!!!!!!

an aircraft engine goes through "a bird test" so any of these man made fibre lanterns WOULD NOT cause any damage to a plane, I have seen a bird test done at P & W at their factory in Toronto !!!

do they have to close all the roads at the same time
surely staging this work over several weeks and putting proper diversion in place would be the right way to approach this, but instead with the tiny brain attitude - look at us, we have the power to close all these roads and bring Pattaya to a stand still
they have NO proper planning/strategy here....much better to have clogged up traffic causing drivers to become very frustrated !!!
-
really do NEED a cert go to your IMM OFF and get one
