In the Country I come from also foreigners who live there are included in the vaccination program.
-  Thai as well. So it must be possible to make this kind of "bilateral". 

 

It is possible!
I had this done at my last extension but both accounts needs to be in Thailand. You get a confirmation by your Bank on both your accounts: The Foreign Currency Account AND the Thai-Baht Account. 
This will be counted together. 

A family member was trying to do it for us yesterday in person at the Immi - not possible coz we had to show up by ourselfs in person ????

Is there any other possibility to get an "ordinary tourist-visa" here?

Had the same situation for a family-member: Got into TH on Visa-Exemption on March 2nd.
Yesterday at Immigration they said: It cannot be done there just by extension and a visa-run is needed.
So are the Immi-Offices acting different?

This is exactly the questionable point:
After the 1-year-extension the Non-O Visa is in the end the same as the Non-OA.
(Means you don't have to leave the country every 90 days (Non-O) and just doing the 90 day report instead (Non-OA)
All conditions for the extension for both visa types meet to 100%
