Are you saying UK government should not be prepared to what is possible or likely to happen in the near future?
I don't think the modern and forward looking governments should simply wait for disaster to happen and only then say that boats should use their propellers to push water down the river.
Modern, western government are expected to think a few steps forward to avoid problems, which are about to happen.
But hey, you talk about 4th reich and all.
