Each waiver is for two years, as we know, but what if one has got 3 waivers and they didn't exceed more than 4 years altogether. Could one apply for one more two year waiver?

Is it possible to get a non-b whilst in Thailand on a visa exempt stamp? I heard over three years ago that it was possible yet my school demanded of me to go to Laos and get a tourist visa to convert it into a non-b when I'm back so I did. This source says it can be done:

Can I get a tourist visa in Vientiane just afters spending some time in Thailand on the visa exempt? There's some 6 month rule I cannot understand right because of a lack of logic in what the Thais wrote.
I wonder which of those would be better for holding a marriage visa. I don't like the idea of keeping 400k in a bank because it's "dead" money but on the other hand I would have to pay an agency every year. What would you do, guys?
Is it better to do it yourself since the process seems to be straightforward or it's better to pay 10k Bhat and have an agency do it for you? I'm asking since Thailand is a country of wonders. ????
