I agree some aspects of what you posted should be used, however, it is a lot more complicated in reality than you seem to think.
It's not really complicated at all, it's made complicated by moronic stupidity, the Thais feign affection for the dogs but the reality, which can be seen daily, are many disease ridden animals given the absolute minimum of "real" care.

Small question, I read in the Bangkok post the reason was The NBTC stepped in to regulate drones as they are controlled by communication "radio frequencies".
My drone is controlled by Wifi signal only (Parrot Bebop) not radio communication?

My Wife had her car rear ended yesterday, the Police were there, driver said he fell asleep, no breath test, no driving without due care and attention just call the insurance etc etc. Policeman did some great pointing to the damage though.

''We can't construct the plant without public support,'' he said.
Construction of the plant would take five years to complete and a decision on where to build it could be reached by October.
Korb Krittayakeeron, a former National Science and Technology Development Agency official, is chairman of a committee on the feasibility of the plant, with six sub-committees also looking at the issue.

They never learn; mismanagement; indeed feeble and incompetent management is a major hallmark of this country from top to bottom.
