A very valid concern I think as they struggle to perform half that number on their own population. Even if ATK was employed, think of the queues and waiting time at the airport. It's a very difficult task to balance. Maybe COE will still be required, therefore controlling the number entering the country. I think TAT's predictions of tourist number would overwhelm any systems put in place. Even in the UK there was problems with the PCR testing system for travellers.
